
What is a Bildungsgutschein and who qualifies?
FundingA Bildungsgutschein confirms that the Federal Employment Agency will cover the approved costs of a specific vocational training goal. It is not automatic. Your individual circumstances, the training need and the approval of both provider and course are assessed before the voucher is issued.
What the Bildungsgutschein actually is
The Federal Employment Agency can issue a Bildungsgutschein after a personal consultation. It confirms that the conditions for support have been met for the stated training goal. The voucher can be limited by time, region and educational objective, so the written terms matter when you compare courses.
Sections 81 and 83 of SGB III form the main legal basis. Depending on the individual decision, eligible costs can include course fees, travel, necessary accommodation and childcare. Confirm each item in writing before spending money or signing a contract.
Who qualifies
Support can be relevant if training is necessary to help you return to work, prevent threatened unemployment or improve employability under the statutory conditions. Separate rules also cover some routes towards a vocational qualification and some training for employees.
The decision is individual. A suitable labour market goal and an approved course are important, but they do not create approval on their own. The consultation should connect your background, the target occupation, the skills gap and the proposed training.
How to apply, step by step
Step 1: Request a consultation with the Federal Employment Agency and describe the employment problem you want the training to address.
Step 2: Prepare a realistic target occupation, current labour market evidence and one or two courses whose curriculum addresses your documented skills gap.
Step 3: Ask which personal conditions, course details and documents still need to be checked. If a voucher is issued, review its educational goal, region and validity period.
Step 4: Confirm that the selected provider and the exact course are approved, then submit the voucher through the process stated by the agency before the training begins.
Mistakes that can weaken an application
Choosing a provider or measure that is not approved for the intended support. Check the exact offer, not only a general AZAV statement on the provider website.
Starting with a preferred course but no supported occupational goal. Explain the problem first, then show how the curriculum addresses it.
Treating dates or costs as settled before the written decision. Check the voucher conditions, the course start and the provider contract together before committing.
