What is a Bildungsgutschein and who qualifies?

A Bildungsgutschein is a state-funded voucher issued by the Agentur für Arbeit or your local Jobcenter. It pays the full cost of an AZAV-certified continuing-education course — tuition, exam fees, travel, and in many cases childcare and accommodation. There is no obligation to pay anything back, even if you don't complete the course.

The legal basis sits in §81 of the Sozialgesetzbuch III (SGB III). The voucher is always tied to one specific person, one specific course goal, and a fixed validity window (typically 3 months) during which you must enrol.

You don't have to be unemployed. Eligibility falls into three groups: (1) people receiving unemployment benefits (ALG I or ALG II / Bürgergeld), (2) people at risk of becoming unemployed — for example a fixed-term contract ending or a sector in clear decline, and (3) employees without a vocational qualification (kein Berufsabschluss), regardless of current job status.

The decisive question your case worker asks is: 'Will this training measurably improve your chances on the labour market?' If the answer is yes and the course is AZAV-certified, approval is the norm rather than the exception.

Step 1: Book a Beratungsgespräch (consultation) with your Agentur für Arbeit or Jobcenter. You can do this online or by phone — don't wait for them to invite you.

Step 2: Arrive with a clear training goal and one or two specific AZAV-certified courses you want to take. Vague plans get rejected; concrete plans get approved.

Step 3: If your case worker agrees, you receive the physical voucher within a few days. It lists the goal, the duration, the region, and the validity period.

Step 4: Hand the voucher to your chosen training provider before the deadline. They handle the billing directly with the agency — you never see a bill.

Picking a course that isn't AZAV-certified. Without that certification the agency cannot legally fund it, no matter how good the school is.

Showing up without a goal. 'I want to learn something new' is not a labour-market argument. 'I want to retrain as a backend developer because my admin role is being automated' is.

Letting the voucher expire. Three months sounds like a lot until you start comparing cohorts and start dates — book your seat the same week the voucher arrives.
